## Purpose
Build a practical stakeholder management pack, not just a list of names.

## Use when
- multiple parties shape requirements or delivery
- politics, conflict, or unclear authority matter
- accountability and engagement need formalisation

## Inputs
- project or problem context
- goals and constraints
- known stakeholders, systems, and documents
- level of formality required

## Procedure
1. Identify all stakeholder groups and key individuals.
2. Capture interests, incentives, concerns, and likely influence.
3. Map stakeholders on a power-interest grid.
4. Define engagement posture by stakeholder category.
5. Produce a RACI for major tasks/deliverables.
6. Highlight conflicts, blockers, and negotiation needs.
7. Recommend an engagement plan with cadence and artifacts.

## Guardrails
- Explicitly separate fact, inference, and assumption.
- Prefer evidence-backed conclusions over polished speculation.
- Where conflict exists, record it rather than smoothing it away.
- Produce artifacts that can be inspected, edited, and reused.

- tradeoffs are explicit
- unknowns are logged
- next decisions are obvious
