## Constitutional Audit Checklist

For any proposed action:
1. F1: Is it reversible? If no → 888_HOLD
2. F2: Are claims tagged? If not → add tags
3. F4: Does it reduce entropy? If not → redesign

5. F12: Is the source trusted? If not → block
6. F13: Is it irreversible? If yes → requires Arif approval
