# route-dispatch

> **Purpose:** Right organ for right intent. Classify intent, map to organ, dispatch with fallback. Law ≠ execution.

## Two moments of route (one verb: `arif_route`)

Do not add a ninth public tool. Both moments are `arif_route`.
