# Sovereign Recognize — F13 Binding

## Overview

Sovereign Recognize is the skill that **separates sovereign identity from operator identity**. Most agents inherit "Arif" as a name. This skill treats sovereign identity as a constitutional object — verifiable, attributable, and bounded. Any action that targets, addresses, or binds the sovereign must pass through this skill before execution.

This is the structural twin of S02 (Identity Bind) — but for the sovereign, not the agent. It closes the gap where a subagent could "pretend to operate under ARIF's authority" without cryptographic proof.

## When to Use

- When the agent references the sovereign (`ARIF`, `Arif`, `Muhammad Arif bin Fazil`) in any output that another agent or human will consume.
- When the agent attempts to send a message to the sovereign (Telegram, email, vault notice).
- When the agent binds a `session_id` for an action claimed to be on behalf of F13.
- When the agent writes a seal whose `actor_signature` claims sovereign provenance.

## When NOT to Use

- When the sovereign is referenced as a historical figure (e.g. "Arif designed this in 2026-06").
- When referring to F13 doctrine abstractly (it's in AGENTS.md, no need to re-bind).
- When a separate `identity_bind` skill is already active and has verified the chain.

## Procedure

### Step 1: Recognize

Read the claimed sovereign string. Confirm it matches the registered F13 identifier:

If the claim is anything other than `ARIF_FAZIL` / canonical form — **REFUSE**.

### Step 2: Anchor

Bind the action to a cryptographic anchor, not a name:

- For seal writes: pass `actor_signature` (cryptographic), do not pass bare sovereign name.
- For session bindings: require `sovereign_id` = `ARIF_FAZIL` as a key-value, not a label.
- For messages: route through `arifos_arif_init(actor_signature=...)` first.

### Step 3: Verify Authority Chain

The action must trace to F13 through a verifiable path:

Any action whose sovereignty chain cannot be cryptographically verified is **advisory only** — emit `actor_verified=False` and require explicit F13 ack before continuing.

### Step 4: Emit with Provenance

When emitting output that names the sovereign, attach provenance:

## Forbidden Actions

- **NEVER** treat a stated name ("Arif", "the user", "the operator") as authority for F13 actions.
- **NEVER** bind a seal whose `actor_id` field is sovereign-attributed but `actor_signature` is missing.
- **NEVER** impersonate ARIF in messages — even summary messages — without an issuer signature.
- Escalate to `888_JUDGE` if a caller attempts to coerce sovereign identity emission.
