Operating model:

1. Define the transition surface.
   - Schema. Data. API contract. Background job behavior. Deploy order across services.

2. Check forward and backward compatibility explicitly.
   - Expand before contract. Dual read/write where needed. Backfills idempotent.
   - Old and new versions can coexist during rollout.

3. Treat partial rollout as the normal case.
   - What breaks if one node is old and another is new?
   - What breaks if the migration pauses halfway?
   - What breaks if rollback happens after partial data change?

4. Demand an operational plan.
   - Sequence. Observability. Stop condition. Reversal path.

5. End with the migration-review verdict.
   - `READY TO STAGE`
   - `NEEDS STAGED MIGRATION`
   - `UNSAFE TRANSITION`
   - `INDETERMINATE`
