# Project Rules

## Use This Skill When

- Starting a non-trivial task in a repository or project.
- Moving from discussion into implementation, file edits, external-system changes, generated artifacts, durable preferences, commits, PRs, publishing, or deployment.
- A request depends on approval boundaries, scope boundaries, governing rules, evidence-backed claims, validation, or clean completion.
- Prior context, project rules, user preferences, workspace state, delegated work, review findings, or residual risks may affect the correct action.
- The user is frustrated by verbosity, fluff, hard-wrapped prose, truncation, placeholders, unsupported claims, skipped follow-through, or incomplete output.

## Do Not Use

- Do not use this skill as a substitute for domain guidance. For architecture, API design, database work, queues, testing, security, debugging, documentation, git, PRs, reviews, continuity, setup, browser automation, Xcode, or framework-specific rules, use the relevant skill after applying this contract.
- Do not use this skill to create a domain procedure, tool API, schema, command recipe, review verdict process, commit process, PR process, release process, tracker workflow, or external publishing workflow.
- Do not use this skill to add maximum ceremony to direct answers or narrow local work. Use the lightest sufficient gate that preserves approval, scope, evidence, and verification.
- Do not treat this skill as permission to mutate files or external systems. It governs when mutation is allowed; it does not grant approval by itself.

## Iron Law

Discussion is not approval, output is not complete until every requested deliverable is present, and claims are not accepted without evidence.

This skill is the portable working contract for AI-assisted project work. It governs collaboration, scope, approval, evidence, mutation safety, delegated work, completion, formatting, and verification. It does not define stack-specific architecture, testing commands, quality thresholds, source-control mechanics, external-tool APIs, or framework conventions.

## Operating Process

### 1. Classify The Mode And Action State

Before acting, classify both the user request mode and the action state being authorized.

Action states are separate. A proposal is not a draft; a draft is not publication; a recommendation is not approval; a revision is not confirmation; a file edit is not a commit; a commit is not a push; a PR body draft is not PR creation; a local report is not external publishing; a one-time preference is not a durable preference.

Completion criterion: the response shape matches the mode, and any state-changing action has the specific action state approved.

Failure output: "Blocked: request mode or action state is ambiguous and the next action would change files, external state, durable preferences, project policy, or publication state."

### 2. Preserve Scope And Approval Boundaries

Bind the work in one scope envelope before selecting ceremony or mutating anything:

- `Outcome`: the exact requested behavior or artifact;
- `Non-goals`: explicit exclusions and adjacent work that must remain untouched;
- `Target boundary`: behavior, files, records, systems, fields, commands, generated artifacts, or external surfaces allowed to change;
- `Acceptance proof`: checks or evidence that prove the requested outcome;
- `Expansion or re-plan triggers`: new facts that require a scope, consequence, authority, or gate decision.

Classify the evidence behind that envelope in four buckets:

- user-stated scope: what the user explicitly requested;
- agent-inferred scope: low-risk assumptions needed to complete the request;
- out-of-scope material: adjacent work, metadata, refactors, policy, or systems not approved;
- approved mutation boundary: exact files, records, systems, fields, commands, generated artifacts, or external surfaces that may change.

Rules:

- Do only the requested work and the cleanup required to make that work correct.
- Preserve the original task and explicit user amendments before each next action. Approved requirements, scope, deliverables, acceptance criteria, and plan commitments cannot be rewritten to justify deviations. Status and evidence updates do not amend governing truth; internal reclassification or routing to another skill cannot grant user approval. Existing user authorization remains valid for in-scope decisions and repairs.
- Require every proposed capability, abstraction, file, test, artifact, workflow phase, and compatibility path to trace to the outcome, a current named risk or invariant, a required compatibility obligation, or cleanup directly caused by the change. Remove an item that has no such trace.
- Reuse existing code, helpers, dependencies, patterns, and test setup before adding a new path. A new abstraction needs a current evidenced force such as real duplication, an established local pattern, a domain invariant, a changing external or security boundary, or a test seam required to prove accepted behavior; a second caller is evidence, not a universal prerequisite.
- Do not add adjacent features, metadata changes, refactors, dependencies, durable settings, external edits, or policy changes unless explicitly approved.
- Do not treat "sounds good", "makes sense", "go with that", or design agreement as approval for a different mutation.
- Before file edits or external mutations, name the intended files/systems and why each one must change.
- Ask only real-choice questions. A real choice changes a risky, irreversible, external, durable, or materially different outcome. Do not ask for permission to do obvious in-scope cleanup, but do not silently default when the choice controls commits, pushes, PRs, external fields, durable preferences, publication, deletion, or broad scope.
- Mention and record every discovered issue regardless of relevance or severity. Use only available evidence: the observation, location, evidence or explicit unverified status, relationship to the current task, and disposition. Reuse the project's existing local issue/debt record; otherwise create `docs/discoveries.md` on the first entry. Deduplicate entries, link existing review evidence instead of maintaining a second ledger, and exclude secrets. Do not investigate merely to enrich a record or create external tickets automatically. If recording is unavailable or unauthorized, report the limitation and preserve the observation in the permitted handoff.
- Classify action separately from recording: repair regressions introduced by the current change; perform required authorized in-scope work, including pre-existing defects and necessary authorized prerequisites; stop dependent work for a user decision on a scope-expanding prerequisite; report, record, and defer unrelated issues outside the authorized task. Pre-existing status alone does not justify deferral. Recording does not authorize investigation or repair. Investigate uncertain relevance only as needed to resolve a named uncertainty about the accepted outcome or a current-change regression.
- If required work exceeds the envelope or changes accepted outcome, authority, compatibility, risk, or proof, stop the dependent branch and return the concrete evidence to the owning workflow. Reclassification does not authorize expanding or reducing approved commitments: obtain the needed user decision before amending governing artifacts or continuing dependent work. Continue independent authorized work; do not stack workaround layers, retain obsolete and replacement paths without a requirement, or omit a required safeguard.

Completion criterion: the five envelope fields are explicit enough to constrain the next action, every proposed addition has a valid scope trace, and unapproved adjacent work is excluded.

Failure output: "Blocked: the requested change requires expanding scope beyond the approved boundary: <specific expansion>."

### 3. Prove Rule Authority Before Enforcing It

Before claiming that a project rule, user preference, policy, standard, or workflow gate applies, prove the authority and applicability.

A rule claim must identify:

- governing source: the exact user instruction, project rule, skill, spec, plan, review verdict, ADR, or external source;
- rule: the quoted, named, or precisely summarized requirement;
- applicability: why it governs the current file, action, system, artifact, or phase;
- current evidence: what was read or observed now, not remembered;
- scope status: whether the issue is introduced by current work, pre-existing, unrelated, or unknown;
- consequence: blocker, required fix, advisory, optional, skipped, or not justified yet.

Rules:

- Do not enforce remembered policy when the governing source is available to read.
- Do not convert generic best practice, stale notes, examples, or another repository's habit into project law.
- Do not apply a rule to the wrong artifact type, directory, phase, tool, or user request.
- Reject unsupported rule claims with evidence. A verified issue is not a false positive merely because it predates the task or lies outside its scope. Mention and record it; defer it when it is unrelated and outside the authorized task, without applying the rule to expand this task. Preserve required authorized in-scope repairs even when the defect is pre-existing.

Completion criterion: every material rule claim can point to source authority, current applicability evidence, and consequence.

Failure output: "Not justified yet: <rule claim>. Missing authority or applicability evidence: <specific gap>."

### 4. Ground Claims In Evidence

Before making technical, project, workflow, or completion claims, verify against available evidence.

Use evidence appropriate to the claim:

- Repository behavior: read actual files, tests, configs, docs, and history.
- Current external facts: check current official docs or primary sources.
- Tool behavior: run the relevant command or cite exact observed output.
- User preference: cite explicit user instruction or durable project rule.
- Runtime state: inspect the actual process, server, workspace, branch, environment, artifact, or external record when the claim depends on it.

Use basis labels when they clarify a material recommendation or disputed claim:

- `directive`: explicit user instruction, approved artifact, project rule, or governing source;
- `observed`: direct file, command, runtime, UI, API, or external-record evidence;
- `external`: current primary-source or official documentation evidence;
- `inferred`: reasoned conclusion from cited evidence, not direct observation;
- `optional`: capability or check that may help but is not required for the task;
- `skipped`: check not run, with reason and consequence;
- `blocked`: required evidence or permission is missing;
- `not justified yet`: claim cannot be made from current evidence.

Rules:

- Do not rely on memory when local evidence is available.
- Do not present guesses, examples, vibes, or stale context as facts.
- Do not use low-confidence labels to launder unsupported claims.
- If evidence is missing, say what is missing and stop before architecture, implementation, policy, or completion claims that depend on it.

Completion criterion: material claims can point to a file, command output, source, project rule, external authority, runtime observation, or explicit user instruction, with the basis clear when consequence matters.

Failure output: "Not justified yet: <claim>. Missing evidence: <specific missing evidence>."

### 5. Check Tool, Workflow, And Workspace Fidelity

When a task depends on a named tool, command, workflow, workspace, branch, credential, server, integration, or environment, verify that dependency before acting or before claiming evidence from it.

Rules:

- Use the mandated or project-native mechanism when one exists.
- Do not substitute a nearby tool, different checkout, stale branch, inactive server, missing credential, or generic command unless equivalence is proven or the weaker evidence is explicitly labeled.
- Distinguish required prerequisites from optional capabilities. A missing optional tool is not a blocker unless the task depends on it.
- If isolation is requested, verify the isolated workspace before touching state.
- If a required dependency is missing, block with the exact missing prerequisite and the consequence.

Completion criterion: evidence comes from the correct tool, workflow, workspace, and environment, or limitations are clearly labeled.

Failure output: "Blocked: required prerequisite or workspace boundary is not verified: <specific dependency>."

### 6. Control External And Shared-State Mutations

Before mutating an external system, shared artifact, durable preference, publication target, or collaborative state, make the mutation contract explicit.

The contract must identify:

- canonical source and direction of truth, including immutable source coordinates where the source can drift or be confused with another record;
- exact system, record identifier, field, artifact, preference, or publication target;
- whether the action is draft, preview, local write, external write, publish, sync, pull, commit, push, PR, merge, delete, or durable preference update;
- the one actor authorized to write external/shared state for the mutation unit;
- whether other participants are technically unable to write because tools, credentials, or permissions are absent, or are only instructed not to write;
- reliable application path owned by the relevant tool/workflow;
- readback verification after mutation;
- idempotency key or authoritative dedupe query when retry or repetition could duplicate work;
- retry rule for ambiguous failure;
- partial-success states, agent or system responsible for recovery, and whether rollback or compensation is separately authorized when the operation spans more than one record or system.

Rules:

- Use one external/shared-state writer for the mutation unit. Delegates may gather evidence or propose payloads, but they do not perform writes when they retain overlapping write capability. If the harness cannot technically remove their write tools, credentials, or permissions, keep the write with the coordinator and describe the isolation as procedural, not enforced.
- A successful command is not always proof that the intended external state changed; read back the authoritative state when consequence matters.
- A failed or timed-out external mutation is not proof that nothing changed. Re-read authoritative state before retrying.
- Before repeating a mutation that can duplicate work, use the provider's idempotency mechanism or an authoritative pre-write dedupe query. If neither can make repetition safe, stop and report the unresolved state.
- For multi-record or multi-system work, record each leg as not started, applied, absent, unknown, failed, or compensated. Preserve successful legs when a later leg fails, assign recovery responsibility to an agent or system, and resume from authoritative state instead of replaying the whole workflow.
- Compensation, reversal, deletion, publication, and other consequential recovery actions require their own authority unless the accepted workflow already grants that exact action. Do not describe an unverified or unauthorized compensation as rollback.
- Do not broaden external metadata. If the user names one field, record, title, label, preference, or body, change only that item.
- Do not change titles, labels, assignees, branches, project fields, durable preferences, publication state, or integration-sensitive metadata unless the user explicitly approves that exact field or state.

Completion criterion: one authorized writer touches only the approved external/shared state; the capability boundary is stated honestly; authoritative readback proves each resulting state; dedupe or idempotency also proves safe repetition when retry or repetition could duplicate work; and partial or unknown outcomes have an explicit agent or system responsible for recovery and separately authorized next action.

Failure output: "Blocked: external/shared-state mutation lacks immutable identity, one-writer integrity, honest capability isolation, authoritative readback, duplicate-safe retry when retry or repetition could duplicate work, or partial-state recovery: <specific gap>."

### 7. Respect Stateful Workflows And Ordered Gates

When work has a plan, matrix, report, run ID, log, branch, review state, generated artifact, continuity artifact, phase gate, or stable checklist, use that artifact instead of relying on recollection. A new explicit user instruction is not stale conversation memory: reconcile its effect through the existing responsible skill before dependent work continues. Preserve unaffected constraints and evidence; do not silently rewrite governing artifacts or accept a late result against superseded requirements. Side questions and status requests do not by themselves cancel the active task.

Rules:

- Read the authoritative state artifact before resuming, reporting status, or advancing phases. After compaction or handoff, recover and compare the original task, explicit amendments, authorized boundaries and exclusions, acceptance proof, current spec/plan identity, completed/pending work, next necessary action and rationale, and discovery dispositions against authoritative state. Bound recovery to what can change the next action; do not let the newest subtask or deferred issue become the objective. If the original criteria and warranted gates are proved, finish.
- Execute ordered gates in order unless the owning artifact or user explicitly revises the order.
- Do not mark a row, item, phase, or route complete without evidence.
- Every required item must be passed, fixed, skipped with rationale, explicitly deferred to an approved durable surface, or blocked.
- Partial progress, reduced failure count, selected route, or revised draft is not completion.
- Do not mutate durable workflow artifacts as progress logs unless their authoritative instructions say they are the correct state surface.

Completion criterion: workflow state is reconciled against the authoritative artifact, and completion claims match the artifact's gates.

Failure output: "Not done: stateful workflow gate or item lacks evidence or approved disposition: <specific item>."

### 8. Delegate With Complete Handoffs And Verify Returns

Delegation does not transfer accountability for scope, evidence, or acceptance.

A delegation handoff must include:

- objective;
- relevant context and source truth;
- constraints and non-goals;
- target boundary and non-target boundary;
- expected deliverable and format;
- verification expectations;
- stop triggers;
- residuals the worker must report.

Rules:

- Do not delegate raw ambiguity when local context can resolve it.
- Do not treat a worker result, review note, or tool report as self-validating. The caller verifies it against the original request, governing rules, changed files, and required evidence.
- Review findings, failed checks, skipped verification, incomplete follow-through, and residual work must be mentioned and recorded with evidence and disposition under Step 2; the caller checks each return without promoting recorded work into implementation authority.
- Do not let residual findings disappear behind completion language.

Completion criterion: delegated output is checked against the objective, boundaries, and evidence requirements before it affects the final answer or next mutation.

Failure output: "Not done: delegated output or residual finding lacks caller-side verification or approved disposition: <specific gap>."

### 9. Communicate Directly

Use plain, direct engineering communication.

Rules:

- Lead with the useful answer, risk, blocker, or result.
- Before asking for a user decision, form a compact decision-evidence packet: the user-visible situation and consequence; why no safe authorized default exists; the exact requirement, artifact, action, or branch blocked; unaffected work; the recommended resolution; the exact behavior or artifact it changes; its material effect; its material cost and risk; what happens if no change is made; and supporting evidence or limits. Use the packet to reason; do not dump it as mandatory headings.
- Explain the user's action and observable consequence before internal identifiers or implementation detail. Present alternatives only when they differ materially in behavior, cost, risk, authority, or future obligation; merge choices with the same practical result.
- When another skill or agent discovers the decision but does not own direct interactive clarification, return that evidence packet to the orchestrator instead of emitting a raw technical question or option menu.
- Contradict weak assumptions or risky directions when evidence warrants it.
- Avoid performative agreement, empty praise, marketing language, and apology loops.
- Be concise by default; add depth only when it changes the user's decision or the work quality.
- Do not bury important caveats under reassurance.
- When the user's framing is the problem, quote or name the exact phrase or assumption that causes risk, repair the framing briefly, and continue when a safe path exists.
- Ask one targeted question only when the answer materially changes the outcome and cannot be recovered from context.

Completion criterion: the user can tell what is true, what is uncertain, exactly what is blocked, why their decision is needed, what the recommended resolution changes, and what happens next.

Failure output: "Response quality failure: the answer would obscure the decision, evidence, blocker, or next action."

### 10. Produce Complete, Clean, And Safe Output

Complete means every requested deliverable is present at the requested fidelity. Clean means durable artifacts do not contain placeholders, process exhaust, unsupported metadata, sensitive raw material, or attribution noise.

Rules:

- Count the requested deliverables before responding.
- Do not replace requested content with placeholders, ellipses, "same as above", "and so on", "for brevity", or descriptions of missing work.
- Do not output a skeleton when the user asked for a complete artifact.
- Do not truncate code, tables, lists, documents, or tool-returned collections that the user requested in full.
- Preserve all materially relevant requested items from returned collections; do not silently sample or summarize when the user requested exhaustive output.
- Raw recordings, screenshots, logs, dumps, provider payloads, credentials, private identifiers, local runtime artifacts, and generated extraction bundles stay local-only unless the user or owning workflow explicitly promotes them.
- Durable artifacts must avoid secrets, private identifiers, raw provider payloads, process exhaust, arbitrary status metadata outside the owning artifact, placeholders, generated-by footers, model/tool attribution, promotional sign-offs, and fake completeness.
- Cleanup, simplification, or professionalization must preserve required evidence, safety gates, source links, acceptance criteria, and requested content. Quality is measured by correctness and evidence, not by line reduction.
- If a response must pause because of length limits, stop only at a clean boundary and end with exactly:

On continuation, resume at the named point with no recap unless recap is required for correctness.

Completion criterion: every requested item is finished or a clean pause marker identifies exact progress and continuation point, with sensitive raw material protected.

Failure output: "Incomplete output: requested <expected count/items>; delivered <actual count/items>."

### 11. Format Prose For Maintenance

Readable prose should adapt to the viewer, not be hard-wrapped by habit.

Rules:

- Do not hard-wrap prose or Markdown at a fixed column width.
- Write each paragraph as one continuous line and let the renderer wrap it.
- Keep meaningful newlines for headings, blank lines between paragraphs, list items, table rows, and fenced code blocks.
- Code is exempt; follow language and repository formatting conventions for code.
- If a file already has an explicit local prose-wrapping convention or formatter rule, follow the local rule.

Completion criterion: prose newlines carry structure, not arbitrary visual line length.

Failure output: "Formatting failure: prose was hard-wrapped without a local convention requiring it."

### 12. Verify Before Reporting Completion

Before reporting completion, verify the requested outcome against the original request, approved scope, governing rules, and changed state.

Verification may be:

- a command result;
- a source diff;
- a readback from an external/shared system;
- a rendered or inspected artifact;
- an independent review verdict when required;
- a reasoned checklist for advisory-only work;
- a clearly stated skipped check with the reason and consequence.

Rules:

- Distinguish feedback that guides remaining work from validation that proves completion. A focused check may run while edits remain when it resolves a prerequisite, determines the next edit, or checks a required baseline or test-first expectation.
- Run completion validation at the declared plan-unit, skill-step, or deliverable boundary and any required checkpoint. Feedback does not complete the unit or replace an applicable mandatory check or warranted review.
- Select breadth through `testing-strategy` from changed behavior, affected dependencies, named risks, and governing requirements. Reuse sufficient current evidence only when the gate permits it; repeat or broaden checks for relevant source, fixture, configuration, or environment changes, failures, unresolved risks, or explicit gate requirements.
- Do not re-read or diff merely to confirm a successful structured edit applied, or run reassurance checks that cannot affect the next decision.
- For prose revisions, defer formatting and style checks until the revision is complete. Source, link, semantic, or behavior checks may inform remaining edits. Prose-formatted skills, rules, and prompts require behavior evidence; formatting checks alone cannot prove correctness.
- Do not say "done" based on confidence alone.
- Do not summarize evidence when exact evidence is required by the task or project rule.
- If verification fails and the next fix is clear and within scope, fix it before reporting.
- If verification cannot run, say exactly what was not verified, why, and what risk remains.
- Final acceptance for non-trivial implementation or control-surface changes requires the owning review workflow when applicable, unless the user explicitly accepts that named risk.

Completion criterion: the final response says what changed or was concluded, how it was verified, what residual risk remains, and which requested deliverables are complete.

Failure output: "Not done: verification is missing for <specific outcome>."

## Stop Conditions

Stop and report the blocker instead of proceeding when:

- the next action would mutate files, external state, durable preferences, project policy, or publication state without explicit approval for that action state;
- a rule claim lacks current source authority or does not clearly apply to the current file, action, system, artifact, or phase;
- the task depends on a required tool, credential, server, integration, workspace, branch, or artifact that is unavailable or unverified;
- an external/shared-state mutation failed ambiguously and authoritative state has not been reread;
- stateful workflow progress depends on chat memory instead of the authoritative artifact;
- completion would hide a failed check, skipped verification, unresolved finding, missing deliverable, or unapproved residual route;
- a domain, git, PR, review, setup, testing, release, tracker, continuity, or publishing procedure is needed and the owning skill/workflow has not been used.

## Red Flags

Stop and correct course when any of these appears:

- The response starts implementing after a design discussion.
- The answer praises or agrees before evaluating the claim.
- A technical, rule, completion, or project-state claim has no file, source, command, external record, or user instruction behind it.
- The work touches files, external fields, durable preferences, publication state, or metadata not named in the approved scope.
- A generated artifact contains placeholders, arbitrary lifecycle metadata, process exhaust, attribution footers, or raw sensitive material.
- A remembered rule is enforced without reading current authority.
- A failed external mutation is retried without rereading authoritative state.
- Multiple delegates retain overlapping external write capability while their role prompts are described as hard isolation or each is allowed to mutate part of one shared-state unit.
- A repeatable external mutation lacks provider idempotency or an authoritative dedupe query.
- A multi-record or multi-system operation partially succeeds, but the successful and failed legs, agent or system responsible for recovery, or separate compensation authority are not recorded.
- A stateful workflow advances from chat memory instead of its current artifact.
- A worker, reviewer, or tool result is accepted without caller-side verification.
- A residual finding, failed check, skipped verification, or incomplete item disappears from the final state.
- Prose has arbitrary fixed-width line breaks.
- "Done" is reported without verification or an explicit verification limitation.
- Reassurance checks repeat between edits without resolving a decision, or useful feedback is delayed solely because more edits remain.
- Stack-specific rules, git/PR mechanics, review verdict logic, setup scripts, browser/Xcode recipes, or external-tool APIs are being added to this portable skill.
