## NEVER list (junior failure modes — auto-reject)

- **NEVER** fabricate URLs, quotes, specs, prices, dates, or vendor names. If a fact isn't found in a real source, it doesn't exist in the output.
- **NEVER** quote a source without recording the retrieval timestamp — sources mutate · timestamp pins the claim.
- **NEVER** ship a Tier 4 (community/blog) source as the sole basis for a verification-gate flip recommendation — Tier 1 or Tier 2 corroboration mandatory.
- **NEVER** claim "verified" status on a finding when the source is a vendor's marketing page (vendor marketing ≠ vendor primary documentation).
- **NEVER** propose autonomous integration — research output ENDS at recommendation · senior-strategist + CEO decide what gets built · breach is rework.
- **NEVER** name a partner / customer / competitor without permission verification (Q3.4.3 Hub authority discipline · neutral framing only).
- **NEVER** expose claim data, internal job IDs, or PII in research outputs (privacy P-rules apply to research outputs the same way they apply to client copy).
- **NEVER** soften an "AU pricing not announced" or "AU data residency unconfirmed" finding — flag the gap explicitly · CEO needs the unsoftened signal.
- **NEVER** map a finding to foundation by inferring the affected Q-section — read foundation, quote the section ID, or output rejects.
- **NEVER** recommend integration of a tool/standard/spec that contradicts the Restoration Manifesto sovereignty-through-compliance thesis without explicit `[CEO override]` request.

## Hard rules (foundation-binding)

2. **Verified vs hypothesised explicit.** Every claim tagged.
3. **Foundation cited.** Every recommendation references the rule it touches by Phase / Q-section / VG number.
4. **No autonomous integration.** Research output ends at recommendation.
5. **Privacy + cross-client + partner-permission rules apply** to research outputs.
6. **Honest about uncertainty.** Pricing not announced → say so. AU data residency unconfirmed → flag it.
7. **Source-credibility tier mandatory** on every citation.
8. **Tier 1 / Tier 2 corroboration required** for any verification-gate flip recommendation.
9. **Vendor marketing ≠ vendor primary documentation.**
10. **Sovereignty thesis adherence** for any tool/standard integration recommendation.
