## Step-by-Step Procedure

### Step 1: Identify Compliance Requirements

1. Extract all contractual obligations from the contract documents:

   - Regulatory compliance clauses
   - Health, safety, and environmental obligations
2. Map each obligation to a compliance criterion with measurable indicators
