# AIPOM Capability Maturity Advisor

## What Is It

Diagnose whether people and teams can perform responsible AI product work in real workflows, learn from evidence, reuse effective practice, and improve outcomes—not merely complete training or use tools.

## Why Use It

Generic literacy and license adoption rarely reveal whether roles can make better product, evaluation, context, investment, or governance decisions. This advisor connects capability to applied work.

## When to Use It

Use when training is high but practice is uneven, tools are adopted without outcome evidence, or the organization must prioritize role and workflow capability.

## What It Produces

- Capability diagnosis by role, workflow, and evidence level
- Most consequential gap and affected outcome
- Recommended competency, learning, reuse, or reinforcement motion
- Owner, evidence, and review cadence

## Who Should Participate

Include practitioners, managers, Product Operations, enablement or people partners, workflow owners, and governance partners. Do not rely only on training providers or executive self-assessment.

## Evidence to Bring

Bring role expectations, work samples, decisions, coaching evidence, workflow observations, reuse records, adoption measures, outcome evidence, and examples of changed or retired practice.

## How to Do It

1. Define the roles, workflows, outcomes, and decision to improve.
2. Extract supplied competency, learning, adoption, and outcome evidence.
3. Diagnose knowledge, applied practice, feedback, reinforcement, stewardship, and measurement gaps.
4. Separate tool fluency from decision and workflow capability.
5. Present intervention choices and recommend the smallest motion tied to real work.
6. Name owner, practice opportunity, evidence, and review trigger.

## Facilitation Protocol

Support guided, context-dump, and best-guess modes. Ask for examples of actual work before maturity ratings. Present numbered recommendations and accept combined or custom paths.

## Decision Logic

- Define role competencies when expectations are unclear.
- Build applied learning when knowledge exists but practice and feedback do not.
- Convert workflows to skills when local practice works but is not reusable.
- Strengthen leadership routines and incentives when people can perform but the system discourages use.
- Build an adoption-impact scorecard when activity is measured without changed behavior or outcomes.

## Completion Criteria

Finish with role/workflow scope, evidence and confidence, consequential capability gap, intervention, human owner, applied practice, outcome measure, and unresolved barriers.

## Key Concepts

- Capability is demonstrated in work.
- Training attendance is an input, not an outcome.
- Adoption means changed behavior; impact means changed outcomes.
- Reusable practice requires stewardship and improvement.

## Organizational Applications

Use for leadership, Product Management, design, engineering, data, governance, and operational capability planning.

## Common Pitfalls

- Measuring licenses, logins, or attendance alone
- Giving every role the same curriculum
- Teaching tools without workflow practice
- Omitting feedback and manager reinforcement
- Calling one champion organizational maturity

## Combine With

Use role competency maps, learning systems, workflow conversion, and adoption-impact measurement according to the diagnosed gap.
