# Problem Definition

Covers Stage 2, `PROBLEM_DISCOVERY` (docs/PROCESS_CONTRACT.md §5). An AI
execution provider may draft or research the problem context under human
direction, but the Product Owner alone approves the statement as accurate
and complete — an AI-produced draft is not evidence that the problem is
correctly understood.

## Rejection path

Wrong or unclear scope → the Work Packet returns to
`request-intake`/`triage` at `REQUIREMENT_INTAKE`
