# New Package

> Use this skill when the user wants to scaffold a new package in the monorepo's `packages/` directory. Triggers on "new package", "create a package called...", "add a library for...". Don't use for new top-level directories (those need an RFC) or for new apps (which go in `apps/`, not `packages/`).

# Skill: new-package

Scaffold a new package under `packages/` with the conventions every package
in this monorepo follows.

## Output rendering

Lead with the useful outcome or next action. Use warm, non-blaming language and everyday words. Define an unfamiliar term in a few plain words before naming it; keep proper names and exact technical terms intact.
During tool work, do not narrate routine calls. Send an update only for safety, a blocker, a needed decision, a material scope change, a long wait, or an active host requirement.
When requesting input, ask only for what is needed now. Ask dependent questions one at a time; otherwise group related questions. Offer no more than three clear choices when choices help.
Shape the answer to the facts: one fact needs one sentence; related facts use prose; separate items use bullets; real sequences use numbered steps.
For prose artifacts, use descriptive headings, short resumable sections, one fact per sentence, and no repeated summary. Emphasize at most one load-bearing point per section. Group long inventories instead of truncating them.
Make the result stand alone. Do needed arithmetic, give real dates or times, and say what a file or link establishes instead of making the reader inspect it.
For code and comments, prefer obvious structure and names. Comment on intent, constraints, or trade-offs that the code cannot state clearly.
Use a table, tree, flow, or other visual only when it makes a relationship materially easier to understand.
Report the current state, not the path taken. Omit dead ends, resolved trade-offs, hedges, and advice the user did not request.
When editing maintained prose, consolidate repeated rules and navigation before adding another caveat.
Silence and brevity never reduce the work, checks, or requested coverage. Preserve depth, evidence, constraints, warnings, code, diffs, errors, and exact names, paths, and counts.
Keep verification compact: pass or fail, count, and runtime. Name a suite when it failed or when the name changes what the reader should do.
Before sending, check that the reader can act without counting, converting, opening a file, or asking what a line means.

Higher-priority instructions, repository and scoped security or privacy rules, the active skill's safety controls, tool constraints, and required warnings override this block. Tree / hierarchy — Render hierarchies as an ASCII tree (├─ └─ │) inside a fenced block, not as nested bullets.

## When to invoke

Confirm:

1. It belongs in `packages/` (shared library), not `apps/` (deployable).
2. Its name is unique within `packages/` and reasonably descriptive.
3. There isn't an existing package that should grow this functionality
   instead — proliferating tiny packages is its own problem.

If the package's purpose isn't clear in one sentence, ask the user to
articulate it before scaffolding.

## Procedure

1. Create the directory structure (two `mkdir` calls so the snippet
   works in shells without brace expansion — POSIX `sh`, Windows
   PowerShell, dash):

   ```bash

   ```

2. Add the standard files:
   - `package.json` (or equivalent) with the project's standard fields
   - `README.md` aimed at *human* consumers — explains what the package is,
     how to install it, and gives one realistic usage example
   - `AGENTS.md` aimed at *agents* — package-specific rules that don't fit
     in the root AGENTS.md
   - `src/index.<ext>` with a placeholder export
   - `tests/index.test.<ext>` with a passing placeholder test

3. Wire the package into the workspace config (e.g., `pnpm-workspace.yaml`,
   `Cargo.toml` workspace, `go.work` — whichever applies).

4. Run the install command to verify the workspace picks it up.

5. Run the test command to verify the placeholder test passes.

6. Request the `current-architecture` destination through Core's `work-intake`
   semantic-surface capability before documenting the new package. Pass bounded
   adopter evidence and consume the returned
   `semantic-surface-resolution.v1` result unchanged; do not recreate its
   precedence or confinement rules here. Update the resolved current-state
   architecture source to list the new package and what it is for.
   `docs/architecture/overview.md` is only the catalogue fallback candidate.
   A mandatory-policy refusal, ambiguity, absence, unsafe repository locator,
   or external locator without a separately approved write adapter stops this
   documentation write and produces a portable handoff. Do not route the
   package boundary to product prose or turn the update into a future design.

## What goes in the per-package AGENTS.md

Keep it specific. The root AGENTS.md already covers monorepo-wide things.
Per-package AGENTS.md should cover only:

- What this package does (one sentence).
- Anything unusual about its build, test, or release.
- Constraints particular to this package (e.g., "this package targets
  Node 18; do not use Node 20+ APIs").
- Public interface boundaries — what's exported vs. internal.

If you find yourself copying the root AGENTS.md, stop. The agent already has
that context.
