Read `references/output-shape.md` for output shape. `references/legacy/` is archival only.

Use available MCP tools first for Linear. Use configured CLI/API tools for Azure DevOps only when available and authenticated. If no connector is available, ask the user for the ticket content instead of fabricating context.
