## Workflow

1. Read `references/capability-policy.md` under this skill directory with `readFile`.
2. Answer from the reference file instead of memory.
3. If the reference does not cover the request, say what was checked and that the handbook does not say.

## Completion

- Give the checked answer directly.
- Do not offer to check the handbook later; checking it is the purpose of this skill.
