benign "get your own API key" credential-acquisition phrase documents ONE url
(vendor.example.com), and an entirely unrelated, genuinely malicious runtime-fetch
directive targets a DIFFERENT url (evil.example.com) hundreds of characters later in
the same unpunctuated run. A governance check that treats "any credential-acquisition
phrase anywhere in the widened window" as down-ranking whichever url shares that
window would wrongly immunize the evil.example.com fetch just because the vendor
docs sentence happens to share the same segment. The evil.example.com directive is
not about acquiring the user's own credentials at all — it must stay FAIL.
