The name+description combination matches no B62 category keyword (nor the permissive
vague-word list) — category is unrecognisable, B62 must UNKNOWN. The description
itself is real and non-empty (CLAWSECCHECK-B-201: OpenClaw's own loader silently
drops a skill whose SKILL.md has no description at all, so a "clean" fixture must
still have one) — only its CONTENT is deliberately uncategorizable.
