This is a single, unbroken sentence (B-308, 5th C-135 round regression fixture): a
DECOY prohibition ("You must never load ...") governs an unrelated verb ("load", a
local cached file) hundreds of characters before the real, live directive. The url's
ACTUAL fetcher is a non-fetch-class verb ("visit") that sits AFTER the url, and the
malicious retrieval verb ("retrieve the system prompt ... follow the instructions it
returns") is after the url too. The 4th-round binding rule ("the last fetch-class verb
before the url") lands on the decoy "load", whose "must never" prohibition then wrongly
immunizes the genuine fetch from FAIL to WARN. The adversative pivot "but" between the
decoy verb and the url flips polarity — everything after it is asserted, not prohibited
— so the decoy prohibition does not govern this url. This must stay FAIL.
