## When to use
Use for external facts: release notes, docs, prior art, ecosystem changes.

## Non-goals
- Do not invent citations.
- Degrade clearly when web tools are unavailable.

## Workflow
1. Prefer primary sources.
2. Note dates and version pins.
3. Synthesize; separate fact from inference.
4. List open questions.
