CLI tool: pidwait.

## Commands
- `pidwait <resource> <action>` — Execute pidwait commands
- `pidwait self version` — Print pidwait version
- `pidwait _ _` — Passthrough to pidwait CLI

## Usage Examples
- "pidwait --help"
- "pidwait self version"
