CLI tool: lxc-wait.

## Commands
- `lxc-wait <resource> <action>` — Execute lxc-wait commands
- `lxc-wait self version` — Print lxc-wait version
- `lxc-wait _ _` — Passthrough to lxc-wait CLI

## Usage Examples
