CLI tool: qmake.

## Commands
- `qmake <resource> <action>` — Execute qmake commands
- `qmake self version` — Print qmake version
- `qmake _ _` — Passthrough to qmake CLI

## Usage Examples
- "qmake --help"
- "qmake self version"
