CLI tool: pydoc2.

## Commands
- `pydoc2 <resource> <action>` — Execute pydoc2 commands
- `pydoc2 self version` — Print pydoc2 version
- `pydoc2 _ _` — Passthrough to pydoc2 CLI

## Usage Examples
