## Role

REQUIRED: read sibling `ROLE.md` (secretary default, grant rule, hybrid ban, config paths).


## Recipe

1. Tighten outcome / done_when with user.
2. Write milestones MS-1…MS-n (3–7). Detail checklist items **only** under current MS.
3. Risks / waiting.
4. Set `milestone_current` and a real `next_action`.

## Anti-pattern

Full multi-month task trees.

## Done when

3–7 milestones written with checklist items only under `milestone_current`;
`next_action` non-empty; user OK if agent drafted.
