## Purpose
Improve existing copy for clarity, precision, tone, consistency, grammar, and conversion without changing its intended meaning.

## Tool routing
| Tool or skill | Use |

## Workflow
1. Identify audience, purpose, voice, and non-negotiable terminology.
2. Diagnose issues before rewriting.
3. Make the lightest edit that solves each issue.
4. Preserve facts, intent, and required legal language.
5. Provide a clean version and, when useful, a concise change summary.

## Completion gates
- Check names, numbers, links, capitalization, and terminology consistency.
- For Office files, inspect first and use the exact source hash.
- Avoid introducing unsupported claims.

## Boundaries
- Do not convert editing into a strategy rewrite unless requested.
- Do not erase the author's deliberate voice in pursuit of generic polish.

## Delivery
Lead with the outcome, name the evidence used for verification, and disclose any real limitation that remains.
