# Issue Triage

> Classify one or more raw, unscoped incoming issues, bugs, or feature requests: category, severity, duplicate-of (when evidence supports it), and a recommended owning skill or squad. Use when raw issues need triage before anyone acts on them. Keywords: triage these issues, classify these bugs, what category is this, is this a duplicate of another issue, which team owns this issue. Not for a live paging-webhook incident (incident-triage-agent), an already-scoped tracker query to work through (backlog-runner), or a bare ownership lookup with no raw issue to classify (squad-map).

# issue-triage

Classify raw incoming issues from repository and caller-supplied evidence. This ambient,
**read-only**, report-only skill drafts `ISSUE_TRIAGE_REPORT.md` and the typed `issue_triage_report`;
it does not write a label, state transition, or tracker field, commit, push, or open a PR.

## Deliverable

`ISSUE_TRIAGE_REPORT.md` — a report-only classification, never written to the tracker. Its typed
machine form is `issue_triage_report`. Per issue: category, severity, duplicate-of (with evidence, or
"none found"), and a recommended owning skill or squad. The caller applies any label or routing
decision.

## Boundary rules

- Never writes a label, state transition, or tracker field; every classification is a recommendation.
- A `duplicate_of` claim requires cited evidence (matching symptom, matching stack trace, matching
  repro) — proximity in time or vague topical similarity is not enough.
- Ownership recommendations cite evidence (CODEOWNERS, squad-map data, or prior handling); an unclear
  owner is reported as unclear, never guessed.
- Do not classify an active live incident as a routine backlog issue — check for incident-shaped
  language (active outage, user-facing impact right now) and offer `incident-rca` instead.
