## GUARDRAIL: Anthropic API Ban (CRITICAL)

**Anthropic API calls are BANNED in project code.** This covers Claude SDK calls, direct Anthropic provider integrations, and benchmark candidates referencing `anthropic:claude-*` models. Claude Code itself stays in use for development; the ban applies only to programmatic API usage from project code.

Any routing config MUST resolve Anthropic model ids to their xAI replacements:

| `anthropic:claude-opus-*` | `xai:grok-4.20-beta-0309-reasoning` |
| `anthropic:claude-haiku-*` | `xai:grok-4-1-fast-non-reasoning` |

Adding any Anthropic provider integration requires explicit per-request user permission. No exceptions, no defaults.
