# Policy Intel — Printing Press CLI

## Prerequisites: Install the CLI

This skill drives the `policy-intel-pp-cli` binary. **You must verify the CLI is installed before invoking any command from this skill.** If it is missing, install it first:

1. Install via the Printing Press installer:
   ```bash
   npx -y @mvanhorn/printing-press-library install policy-intel --cli-only
   ```
2. Verify: `policy-intel-pp-cli --version`
3. Ensure `$GOPATH/bin` (or `$HOME/go/bin`) is on `$PATH`.

If the `npx` install fails (no Node, offline, etc.), fall back to a direct Go install (requires Go 1.26.6 or newer):

```

If `--version` reports "command not found" after install, the install step did not put the binary on `$PATH`. Do not proceed with skill commands until verification succeeds.

Use `policy-intel-pp-cli` when an agent needs source-backed US federal rulemaking or policy-monitoring context.

- Find rules and proposed rules without memorizing Federal Register type codes.
- Fetch a Regulations.gov docket by ID.
- List public comments for a docket.
- Find open comment deadlines for a topic or agency.

## When Not To Use

- Do not use it for legal advice, compliance certification, lobbying, or comment submission.
- Do not treat missing or sparse data as proof that a rule, docket, or comment does not exist.
- Do not use `DEMO_KEY` for polling or production monitoring.

## Setup

Federal Register commands work without credentials.

For Regulations.gov, set a real api.data.gov key when you have one:

If the variable is missing, the CLI uses `DEMO_KEY` for small read-only smoke-test calls.

If Regulations.gov returns `429 OVER_RATE_LIMIT`, wait before retrying or set `POLICY_INTEL_REGULATIONS_API_KEY` to a real api.data.gov key. Do not build polling jobs on `DEMO_KEY`.
