When the task CANNOT be performed programmatically (requires manual action in a web panel, third-party service, or physical access):

## Rules
- Include EXACT URLs, button names, menu paths
- Include what the user should SEE at each step
- Include verification step at the end
- Include rollback instructions
- If there are multiple paths, note which one applies
