## Scope

Work only with the approved evidence, environment, and decision boundary named in the inputs. This package produces analytical or lab evidence; it does not grant authority, expand scope, or prove live-system security.


## Inputs

Validated alert, authorization policy, asset criticality, response catalogue, rollback plan, owner, and audit destination.

## Procedure

1. Confirm scope, authority, owner, evidence status, and stop conditions.
2. Verify provenance and authority
3. choose the least disruptive response
3. require human approval for high-consequence actions
3. execute only reversible approved actions
3. verify and record result.

## Validation loop

- Compare the result with the stated scope, expected output, and evidence tier.
- Reconcile contradictions, missing prerequisites, and benign explanations before a conclusion.
- Record the reviewer, timestamp, limitations, and next authorized action; return `blocked` or `defer-for-evidence` when needed.

## Safety and failure boundaries

## Output contract

A response decision and audit record with tier, authority, action, result, rollback status, and follow-up.

Include the evaluated version, evidence status (live, analytical, historical, or not-run), limitations, and next authorized action.

## Integration

Consumes okhp3-precursor-detection and is gated by okhp3-authorization-governance.

Use upstream evidence as input only. Do not imply that an upstream package ran, approved, or verified a result unless its recorded output is available.
