Jira operations using `jira` CLI.

## Environment
- `JIRA_API_TOKEN` - Jira API token
- `JIRA_BASE_URL` - Jira instance URL (e.g., https://yourcompany.atlassian.net)
- `JIRA_USER_EMAIL` - User email for authentication
