# Foreign income and tax-offset workpapers

## Inputs

Income year, residency and temporary-residency facts, income by country and type, foreign tax assessments and payments/refunds, gross and net receipts, currency records and relevant treaty facts. For an offset-limit calculation, obtain the Australian return workpaper with all assessable income, deductions, losses and other inputs required by the applicable calculation.

## Workflow

1. Establish the period and proposed residency treatment before mapping foreign amounts to Australian reporting. Escalate unresolved residency.

2. Reconcile gross foreign income, foreign tax, fees and net cash separately. Identify amounts excluded or exempt only after checking the applicable law and treaty.

3. Test the foreign tax against the income included in the Australian calculation and the period in which tax was paid. Record refunds, disputes and timing differences.

4. Prepare the foreign income tax offset limit workpaper under instructions applicable to the income year. Reconcile its inputs to the Australian return workpaper; foreign receipts alone are insufficient. If whole-return inputs are missing, complete the foreign-income reconciliation and leave the limit unresolved. Do not assume every foreign levy is creditable or every amount paid is fully offsettable.

## Hand-off and checks

A country-by-income schedule, AUD conversion trail and supported offset calculation or evidence gaps. Reconcile back to receipts and assessments without reporting net cash as gross income.

For each unresolved item record evidence needed, owner, status and next action. Keep dependent results conditional until the item is resolved.

## Source and review boundary

Before applying a rule, open the relevant primary authority for the work's period and jurisdiction. Record its title, direct URL, provision or paragraph, effective period, check date and the exact fact used. The adjacent `sources.json` records discovery, not current-law approval. Write client output only to a configured firm-approved secure path. If none is configured, ask before creating output; do not change `.gitignore` or repository configuration to accommodate it.
