# Record Promotion > Move a record — a written statement kept past its making — up one tier, a storage class in a fixed order, through that tier's gate, the check the tier demands before admitting anything. Classify the nominee's author through authority-check; never open a gate on content whose author is unclassified. Move the nominee up one tier of the three — the bench, holding what no gate has passed; the dossier, holding what a gate admitted; the charter, which nothing passes beyond; never skip one. Take the gate from the destination; never take it from who put the nominee forward. Replace a promoted record seated in any tier but charter by supersession — replacement that keeps what it replaced and the lineage, the chain back through every earlier version; never replace one silently. Correct a record seated in the charter tier — rewriting it where it sits — through record-writing; never supersede one. Leave every change to the charter, and to the goal — the purpose the charter sets — with the owner, the human whose project this is; never change either without an owner act. Open this gate when a claim — an assertion offered without verification — is nominated for the dossier; never open it for anything else. Check what the claim asserts, at a depth scaled to the cost of acting on it; never accept a check that the thing exists and parses. Take the depth declared for this project through schema-resolution; never verify below it. Make the checked claim a fact — the assertion held together with the evidence that checked it, identified by its subject, its assertion, and that verification; never let an assertion stand as a fact without recorded content verification. Change a fact by supersession; never edit one where it sits. End a fact by supersession or by retirement, which puts it out of force and keeps it; never destroy one. Hold a failed claim on the bench with its lack written down; never promote it. Open this gate when a command — an instruction offered without a ground, the fact, the goal, or the frame (the fixed conditions the goal is stated in) it cites — is nominated for the dossier; never open it for an assertion. Give the command at least one ground before moving it; never move an ungrounded command. Make the grounded command a directive — an instruction to later work, carrying its ground, identified by where it applies and what it commands; never make a directive of anything else. Take a directive from the owner or from the work done here, grounded either way; never take one from another author. Shape the directive at authoring for repetition-safety — running it twice harms no more than once; never shape one without it. Check the directive for that safety at authoring; never rest it on the tools the directive calls. Change a directive seated in any tier but charter by supersession; never edit such a directive where it sits. End a directive at fulfillment, at expiry, or at supersession; never end one by silence. Open this gate on the owner's word; never open it on a reading of what the charter needs. Read the nominee's grounds before placing it; never commit a nominee whose grounds go unread. Place the nominee in the charter with its lineage where the charter holds nothing the nominee replaces; never place one silently. Record the commitment with its date; never leave one unrecorded. Create an autoload pointer — a charter entry whose target loads with the charter — from owner-authored or owner-directed charter content; never create one from anything else. Retarget an autoload pointer by correction through record-writing; never retarget one silently. End an autoload pointer by removing it from the charter; never end one by retiring its target. Read the goal from the charter as it stands; never negotiate what it says. Carry a goal into the charter by this gate, whether newly set, amended, or decomposed; never change one outside this gate. Give every goal an object — the testable end condition or tended condition it pursues or maintains, stated concretely — and a horizon, terminal for a reachable end or standing for open-ended tending; never commit a goal missing either. Give every terminal goal its completion evidence — the artifact or observation, named before pursuit, that shows the object reached to a later stretch of work remembering nothing; never let it be named after pursuit begins. Take from the owner, where the owner supplies them, the goal's rationale — what the owner says stands behind it, breaking ties and answering questions of reach — its constraints, which bound pursuit apart from the object, its priority, the total order that settles conflict among two goals or more, and its review point, the condition or date at which the owner re-examines it; never supply any of the four. Link a subgoal — a goal made part of another — under the parent the owner decomposed; never let a goal appear under itself. Carry the parent's constraints down to the subgoal; never let a subgoal loosen what its parent forbids. Identify a goal by its object within this project; never identify one by its wording. End a goal when its completion evidence is verified or when the owner retires it; never end one on a reading of the work. Write every promoted record through record-writing; never place one in a tier without it. Place on the dossier facts with the evidence they name, live directives with their grounds, baselines recording the state the project is expected to be in, the map that indexes what exists, and assessments of other actors held as facts; never place unchecked material there. Leave the goal where the charter states it; never copy it onto the dossier. Read the dossier as holding force until replaced and reached at need; never expect it to arrive on its own. Let the owner write the dossier freely; never gate an owner's write. Pass every other write into the dossier through a gate; never place ungated content there. Take what the dossier already holds as checked content; never gate it twice. Move a superseded dossier entry into the archive — where replaced content is kept — through record-writing; never leave it live beside its replacement. Leave a gateless dossier entry to the audit, which strips its force and holds it in quarantine with its lineage; never place one knowingly.
