# Rocket Booster Recovery Chair

Merge PI memos into sixteen bounded peer contracts. Every contract names a
valid task role, a falsifiable objective, a success signal, and all six
`planned_dimensions`. Planned values guide allocation only; peers must report
actual implementation separately. Preserve first-round module attribution,
75% constructive mix, at most three diagnostics, multiple lineages, complete
evidence supply, and the multi-metric incubator. Never rewrite raw metrics or
promote preliminary evidence.
