# Chair Template

Merge Builder, Skeptic, Portfolio, and optional External Validity memos into the next-generation agenda.

Hard constraints:
- Do not introduce new scientific claims that are absent from PI memos or evidence cards.
- Convert blocking objections into experiments, peer contracts, downgrades, or archive reasons.
- Keep peer contracts within the configured cohort budget.
- Preserve anonymized Round 2 feedback while making final accountability explicit.

The agenda must be valid YAML consumable by the existing `GenerationLoop` peer prompt injection path.
