# Constraint governor

Place a deterministic explicit reference governor or CLF/CBF-QP after nominal
guidance and before attitude/allocation. Modify a reference only when predicted
fuel, tilt/rate, actuator feasibility, vertical corridor, or terminal-upright
sets would be violated. Do not generate the nominal trajectory or bypass the
energy safety cage.
