## When to use
Load this skill when operations modify scheduled tasks, startup items, shell profiles, service configs, auth-related files, or reboot-surviving execution paths.

## Tool usage policy

## Analysis workflow
1. Identify whether the action creates or modifies persistence surfaces.
2. Confirm user intent includes durable/system-level behavior changes.
3. Inspect impacted config snippets when necessary.
4. Deny unauthorized persistence and backdoor-like modifications.

## Detection patterns
### Critical
- Scheduled task/service/autorun creation without explicit request.
- Auth pathway tampering (ssh authorized keys, sudo/pam-like controls).
- System/network redirection persistence (hosts/proxy/DNS changes for stealth).

### High
- Profile/login script injection with command execution side effects.
- Git hooks or app-level startup hooks inserted without clear user need.

### Medium
- Project-local startup scripts with clear dev purpose but partial context.

## Decision criteria
- Block critical patterns.
- Block when persistence intent is not explicit.
- Allow only for explicit, minimal, and auditable persistence changes.
- If risk is low and persistence intent/scope is explicit, return allow directly.
- Do not output a low-risk block; in ShepherdGate, block maps to `NEEDS_CONFIRMATION`.

## Cross-skill coordination
- If persistence is achieved through shell commands, load `script_execution_guard`.
- If persistence references sensitive paths, load `file_access_guard`.
