# Reuse Before Write

> Searches the current repository for existing callable code and returns a reuse-or-write-new verdict after a fit-first audit. # reuse-before-write

Read-only gate: find a **callable** symbol that already does the intent, audit it
for **this call site**, return `reuse` or `write-new`. Call-only — the callee is
never edited.

## Input

An intent names **what new code would do** (`retry failed HTTP POSTs with backoff`).

## Skip (do not dispatch)

Evaluate top to bottom. First matching `id` wins. If none match, then run.

Skip lines are not verdict blocks. Implementation skills invoke this skill before
emitting production code whenever no skip `id` matches.

### 3 — Terms and extensions

Stopwords: `a an the to for of in on with and or that this from into when before after is be do`.
Split `intent` on non-alphanumerics, drop stopwords, then:

**Extensions:** `Glob` `*.{kt,kts,swift,ts,tsx,js,jsx,py,go,rb,java,dart,cs,rs,php,lua,c,h,cpp,m,mm}` with `head_limit` 30. Pass unique suffixes as `extensions`. A hit whose suffix is absent from that list still counts.

**Ignore prefixes** (scouts never search under them): `node_modules/`, `dist/`, `build/`, `.git/`, `vendor/`, `generated/`, `.gradle/`, `target/`, `coverage/`, `__pycache__/`, `.next/`, `Pods/`, `.build/`, `out/`, `third_party/`, `.venv/`, `venv/`.

### 4 — Scout wave

Read [references/host-models.md](references/host-models.md) once; substitute models.
Read [references/scout-contract.md](references/scout-contract.md); substitute every slot
including `{CALL_SITE}` with literals (no leftover `{braces}`); dispatch **in one message, in parallel**.

Scouts **do not** judge quality. One wave. No second wave when the join is empty.

### 5 — Join

Valid `scout:` mapping: `tactic` (string) + `hits` (list). Each hit: `path`, `symbol`, `signature`, `why` (all strings).

### 6 — Auditor

Read [references/auditor-contract.md](references/auditor-contract.md). Substitute
`{WORKSPACE_ROOT}`, `{INTENT}`, `{CALL_SITE}`, `{CANDIDATES}` with literals.
Dispatch **one** auditor.

The orchestrator does not re-judge fit. Decision policy is the auditor prompt.

## Output

Exactly one of the three shapes below — never two.

**Skip** (one line): `reuse-before-write: skipped (wiring-only)` — `id` from the skip table.

**Replay:** the prior `reuse-before-write:` verdict block (skip id `intent-already-verdicted`).

The caller resumes its own workflow. On `reuse` it invokes that symbol as-is;
that same turn must not edit the callee. On `write-new` it implements new code
and does not edit a rejected callee in the same turn.

## Success (checkable)

- This turn issued no `Write`/`Edit` against the project
- Scout wave size ≤ 4; a model-id inherit retry does not add a tactic
- Auditor dispatches ∈ {0, 1, 2} — 2 only for one retry (malformed return **or** rejected model id)
- Output is exactly one skip line, one replayed block, or one new verdict block
- A new verdict block matches the verdict/`None` table
- Empty join never paid for an auditor

**Seam:** this skill owns the verdict. The caller owns implementation and must pass
`intent` plus `call_site`. This skill invokes no other skill. Nested fan-out is
forbidden (scouts and the auditor do not spawn agents).
