Use this skill to diagnose and document churn incidents.

## Workflow

## Forensics Notes

- `persistent_nonzero=true` indicates repeated rg activity streak.
- `max_rg >= max-rg threshold` triggers delete/blacklist action.
- Local immutable entries always win and prevent deletion.
