### Step -1: Security scan?

Check if the input describes a **security scanning, vulnerability assessment, or security audit** task.

**Key test**: "Is the user asking to find security issues, vulnerabilities, or leaked secrets?" If YES, route to CyberConan.

**Exclusions** (continue to Pre-check):
- "fix the security bug" — has a fix goal, not a scan (use PCC/Siege)
- "implement authentication" — building security feature, not scanning (continue)
- "add CSRF protection" — implementation, not scanning (continue)
- Any request that is about IMPLEMENTING security rather than FINDING security issues

Examples:
- "scan this repo for vulnerabilities" → **CYBERCONAN**
- "security audit" → **CYBERCONAN**
- "check for leaked secrets" → **CYBERCONAN**
- "find CVEs in our dependencies" → **CYBERCONAN**

- "fix the auth vulnerability" → **NOT matched** (fix goal) → continue to Pre-check
- "add rate limiting" → **NOT matched** (implementation) → continue to Pre-check

If matched → Route to **CyberConan**.

### Pre-check: SPECTRE — Research or exploration request?

Check if the input describes a **research, analysis, or exploration** task where the expected output is **information/intelligence** rather than **code changes**.

**Keywords**: "research", "investigate", "explore", "analyze the landscape", "compare", "what are the best", "current state of", "deep dive into", "survey", "evaluate options", "what's new in", "market analysis", "how does X work across the industry", "what approaches exist for"

**Key test**: "Is the expected output *information/analysis/report* rather than *code changes*?" If YES, route to Spectre.

**Exclusions** (continue to Step 0):
- "explore the codebase and fix..." — has an implementation goal, not pure research
- "research and then implement..." — implementation-primary, use Legion/Siege
- "compare A vs B and migrate to the winner" — implementation follows, use PCC-Opus
- Any request that ends with an implementation action (build, fix, add, create, refactor, migrate)

Examples:
- "research the current state of WebAssembly" → **SPECTRE** (pure research)
- "what are the best testing frameworks for React in 2026?" → **SPECTRE** (evaluation research)
- "deep dive into our auth module's architecture" → **SPECTRE** (codebase research)
- "evaluate AI code generation tools for our team" → **SPECTRE** (comparative research)
- "compare Kubernetes vs Nomad for our deployment" → **SPECTRE** (comparative research)
- "what approaches exist for real-time sync in mobile apps?" → **SPECTRE** (landscape research)
- "add a login page" → **NOT matched** (implementation) → continue to Step 0
- "research and implement WebSocket support" → **NOT matched** (implementation-primary) → continue to Step 0
- "investigate the auth bug and fix it" → **NOT matched** (fix goal) → continue to Step 0

If matched → Route to **Spectre**.

### Step 0: Large holistic project needing iterative completion?

Check if the input describes a **single large project** (not a list of independent tasks) with:
- Build/create/implement keywords + scope qualifiers: "entire", "full", "complete", "from scratch", "end to end", "whole"
- AND the scope suggests **multi-iteration work** — not a single deliverable but a project that will need exploration, planning, implementation, testing, and refinement cycles

**Key test**: "Would this take multiple rounds of build-test-fix to get right?" If YES, this is an iterative project.

**Sub-routing** — SIEGE vs LEGION:
- **SIEGE** if ANY of: "reliability-critical", "mission-critical", "production", "5+ iterations expected", user explicitly requests `/siege`, OR scope suggests XL (10+ modules, full platform, enterprise-grade)
- **LEGION** for standard iterative projects that need the loop but not maximum rigor

Examples:
- "build a complete todo app with local storage from scratch" → **LEGION** (standard iterative project)
- "create an entire e-commerce platform with auth, cart, and checkout" → **SIEGE** (XL scope, reliability-critical)
- "implement the full API layer end to end with tests" → **LEGION** (broad scope, standard rigor)
- "build a production-ready payment processing system from scratch" → **SIEGE** (production + mission-critical)
- "create an entire SaaS platform with auth, billing, dashboard, API" → **SIEGE** (XL scope, 10+ modules)
- "add a settings page" → **NOT matched** (single deliverable) → continue to Step 1
- "fix auth; add dashboard; update API" → **NOT matched** (independent tasks, not a project) → continue to Step 1
- "refactor the payment system" → **NOT matched** (refactor, not build from scratch) → continue to Step 3

If matched as SIEGE → Route to **Siege**.
If matched as LEGION → Route to **Legion**.

### Step 1: HYDRA — Multiple independent deliverables?

Check if the input contains N >= 2 **independent** tasks. Look for:
- Semicolons separating tasks (`;`)
- Numbered lists (`1. ... 2. ...`)
- Bullet lists (`- ... - ...`)
- Comma-separated distinct tasks

**Key test**: "Could these ship independently?" If YES, they are separate tasks.

Examples:
- "fix auth; add dashboard; update API" → **3 independent tasks → HYDRA**
- "add login page and signup page" → **2 independent deliverables → HYDRA**
- "refactor auth and update its tests" → **1 task** (dependent steps, tests depend on refactor) → continue to Step 2
- "add a settings page with form validation" → **1 task** (validation is part of the page) → continue to Step 2

If matched → Route to **Hydra**.

### Step 2: HYDRA — Massive decomposable scope?

Check for a **scale word** combined with a **broad noun**:

Scale words: "entire", "all", "every", "whole", "complete"
Broad nouns: "codebase", "app", "system", "project", "all endpoints", "all modules", "all screens"

Examples:
- "modernize the entire codebase" → **HYDRA** (decompose into sub-tasks)
- "refactor the entire auth module" → **NOT matched** (one module = one task) → continue to Step 3

If matched → Route to **Hydra**.

### Step 3: PCC-OPUS — High-stakes keyword + qualifying signal?

This requires BOTH a keyword AND at least one qualifying signal. A keyword alone does NOT trigger this step.

**Keywords**: refactor, migrate, redesign, overhaul, rewrite, architecture, rearchitect

**Qualifying signals** (at least one required):
- **Scope signal**: "system", "module", "layer", "cross-cutting", multi-module, "pipeline", "stack"
- **Risk signal**: "production", "auth system", "payment", "encryption", "security", "billing", "database schema"
- **Uncertainty signal**: "legacy", "undocumented", "no tests", "unfamiliar", "poorly documented", "fragile"

**Special case**: "migrate" always qualifies — migration is inherently broad and risky.

Examples that trigger:
- "refactor the payment processing system" → keyword "refactor" + risk "payment" + scope "system" → **PCC-OPUS**
- "migrate all models to SwiftData" → "migrate" always qualifies → **PCC-OPUS**
- "redesign the auth module" → keyword "redesign" + risk "auth" → **PCC-OPUS**
- "fix a bug in the legacy billing code" → uncertainty "legacy" + risk "billing" → **PCC-OPUS**
- "rewrite the data pipeline" → keyword "rewrite" + scope "pipeline" → **PCC-OPUS**

Examples that do NOT trigger:
- "refactor this function" → keyword but tiny scope, no qualifying signal → continue to Step 4
- "rewrite this test" → keyword but no risk/scope/uncertainty signal → continue to Step 4
- "add a payment button" → risk domain but no keyword → continue to Step 4

If matched → Route to **PCC-Opus**.

### Step 4: PCC — Default

Everything that didn't match Steps 1-3 routes here. This covers:
- Single well-defined tasks
- Clear scope, standard patterns
- No high-stakes signals
- Small-to-medium features and bug fixes

Route to **PCC**.

## Borderline / Ambiguity Handling

If you are **genuinely unsure** which step applies (e.g., "refactor the auth helpers" — is the scope broad enough for Opus?), use `AskUserQuestion` to let the user choose. Present 2-3 options with brief reasoning. Better to ask than misroute silently.

When in doubt, err toward asking. The ask-zone should be wide.

## Execution

## Escape Hatch

Users can always bypass ZK and invoke `/cyberconan`, `/spectre`, `/siege`, `/legion`, `/pcc`, `/pcc-opus`, or `/hydra` directly if the routing doesn't match their intent.
