# TASK-18.1: Philosophy Documentation

## Objective

Create foundational philosophy documentation that establishes Navigator as principle-driven framework, not just feature collection.

## Deliverables

### 1. `.agent/philosophy/CONTEXT-EFFICIENCY.md`

**Purpose**: The manifesto - why Navigator exists

**Content Structure**:
