## Guardrails

- Entitlement checks must be idempotent and stateless
- Cache entitlements with short TTL (< 60s) for performance
- Log all access decisions for audit trail
- Never hard-block if unsure - soft-limit with alert
- Grace period for limit overages (10% buffer)
