1. **Audit current state.** What tools, templates, and repositories exist? What's working, what's not?
2. **Build participant panel.** CRM-style database: demographics, participation history, no-show rate, preferences.
3. **Create research repository.** Central location for: plans, guides, recordings, insights, personas. Tag by project and theme.
4. **Standardize templates.** Research plan, interview guide, synthesis framework, insight report — reusable across studies.
5. **Manage tooling stack.** Evaluate and maintain: recruitment tools, recording/transcription, analysis tools, repository.
6. **Establish governance.** Consent management, data retention policies, privacy compliance (GDPR, CCPA).
7. **Democratize research.** Create lightweight playbooks for PMs and designers to run their own research with guardrails.
