  ## Instructions

  Use this skill to turn a qualitative AI (or agentic coding) initiative into an actionable plan with clear scope, enablement, and measurement.

  1. **Define the business problem (not the technology).**
     - Identify a bottleneck with a clear owner and baseline (time, cost, quality, risk).
     - State the desired outcome and what will be considered “better.”

  2. **Design adoption as a people program.**
     - Specify the target roles and primary workflows.
     - Plan training, internal champions, and lightweight governance.

  3. **Measure what matters.**
     - Track a small set of metrics: throughput/time saved, quality, risk/security outcomes, and adoption.
     - Prefer before/after comparisons on representative work, not only anecdotal demos.

  4. **Build for scale from day one.**
     - Treat integration, security, compliance, and trust as requirements, not follow-ups.
     - Plan a path from pilot to broader rollout.

  5. **Iterate based on evidence.**
     - Use results to refine prompts, workflows, controls, and training.
