3. **Payload Construction:** 
   - For standard messages: populate the `message` field.
   - For rich UI: utilize `components` (Carbon v2 components string). Avoid `embeds`.
   - For stealth actions: use `silent: true` to suppress notifications.
4. **Execution:** Dispatch the `message` tool call.
