1. Determine the path to the video file and the target timestamp.
2. If requesting the first frame: execute `{baseDir}/scripts/frame.sh <video> --out <path>.jpg`.
3. If requesting a specific time: execute `{baseDir}/scripts/frame.sh <video> --time <HH:MM:SS> --out <path>.jpg`.
4. Verify the output file was successfully created.
5. Notify the user of the output path and extraction success.
