1. Identify the target number and initial message.
2. Execute the `voice_call` tool with action `initiate_call`.
3. Retrieve the `callId` from the tool output.
4. If ongoing interaction is needed, use `get_status` to monitor, and `speak_to_user` or `continue_call` to inject new context.
5. When finished or upon user request, execute `end_call` with the `callId`.
