<process_workflow>
1. Verify the exact target name or number.
2. Execute `wacli chats list --limit 20 --query "<target>"` to resolve the correct JID.
3. Show the resolved target and exact message payload to the user for explicit approval.
4. Execute `wacli send text --to "<JID>" --message "<text>"` or `wacli send file ...`.
5. For history lookups: use `wacli messages search ... --json` and synthesize results.
6. Return confirmation of message delivery or search results.
