# Off-Site Investigation Response

Off-site investigations are FMCSA's less-intensive review approach. Often triggered by specific BASIC alerts or complaints, conducted remotely.

## Difference from on-site CR
- **Off-site**: documents requested + reviewed remotely; specific focus
- **On-site CR**: in-person; comprehensive scope; longer

## When you receive notice
- Letter from FMCSA requesting specific documents
- Typically 30 days to respond
- Specific focus area (e.g., HOS, Vehicle Maintenance, Driver Qualification)

## What's requested
- Documents related to the focused area
- Driver records (specific drivers identified)
- Vehicle records (specific vehicles identified)
- Inspection history
- Citation responses (if any)

## How to respond
1. **Inventory** the requested documents
2. **Verify completeness** for sampled items
3. **Compile** organized response
4. **Submit** via FMCSA portal or email
5. **Cooperate** with follow-up questions

## What FMCSA looks for in off-site
- Specific to the focus area (don't expect comprehensive review)
- Patterns in your data (consistent issues vs one-off)
- Improvements over time
- Carrier's understanding of regulations
- Corrective actions taken (if any)

## Outcomes
- **Cleared**: no further action
- **Letter of warning**: improvement expected
- **Conditional rating** (if patterns warrant)
- **CR initiation** (if findings significant)

## Off-site advantages for carrier
- Less intensive than on-site CR
- More time to compile records
- No surprise/in-person interview pressure
- Can resolve issues remotely

## What to avoid
- Failing to respond timely
- Providing incomplete or disorganized documents
- Admitting findings without context
- Volunteering information beyond what's requested

## Compass audit support
- Off-site investigation response template
- Document extraction by focus area
- Compliance gap analysis pre-submission

## CFR citations
- **49 CFR Part 385 Subpart B**
- **FMCSA Off-Site Investigation Procedures**

## How Compass surfaces this
Searchable in Compass Ask. Runs against carrier fleet data when invoked from the relevant tracker. Read-only; no actions without explicit user approval.
