# Capacity Planning

Model capacity as scenarios, not a single confident forecast.

1. Define demand, service level, time horizon, constraints, units, and owners.
2. Establish a factual baseline for throughput, queues, utilization, availability, and data quality.
3. Produce base, upside, and stress scenarios with assumptions visible.
4. Identify leading indicators, thresholds, decision dates, and reversible actions.
5. Separate observed capacity from planned capacity and avoid treating utilization as productivity.

Deliver a one-page plan with assumptions, scenario table, bottleneck, decision triggers, owner, and review cadence. Do not invent precision or make staffing/financial commitments without user approval.
