5. Publish convoy and civil-coordination tasking.

- Protocol/message bindings: CoT, DATEX II events, SAE J2735 V2X, USMTF movement reports, JSON/REST.
- Include objective, required inputs, schema, timeout/retry, and degraded fallback.

## Guardrails
