- Group raw notes into problem, actors, goals, behaviors, constraints, risks, and open questions.
- Rewrite fragments into clean requirement-like statements without pretending certainty.
- Preserve uncertainty explicitly.
- Assign provisional IDs so later artifacts can refer to them.
